"Please note that for each accepted paper at least one author must register
for the conference and at least one full conference registration fee must be paid
per accepted paper, even if a presenting person is a student/PhD student"

Following this rule, student fees are allowed, only if for a particular
paper, there is also a normal fee (paid e.g., by a supervisor). If a
student is the only person registered with respect to a given paper, then
he/she has to pay the full fee.
